PMR has been around since 1993 making things happen for great people and great organisations across Scotland.  We are not your traditional consultants.  We don’t just come in for a couple of days, write a report and leave you to it.  We are passionate about what we do, so if we are in we are in.   We know community sport and we want to make things work.

And we are good at it.  We’ve delivered community projects across a variety of disciplines and in different local authorities across Scotland.   How do we do it?  Simple.  We recognise that good people are behind everything great about community sport.  We get to know those people, listen, and spend time getting to know the project.  We then help build a strategy that’s achievable, helping implement at every stage.  With our track record, you can have confidence in reaching for lofty goals, or trying something that isn’t seen as the norm if that’s right for your community.

We don’t always say yes to every project.  There are no guarantees in any new strategy, but a project always has a great chance if there are great people behind the project.  We get to know the people before agreeing a partnership.  It has to be the right project, with the right people behind it and we have to believe we can make a real difference to you.

Where we work

PMR have worked in 25 of the 32 Scottish Local Authorities for a variety of public, private and voluntary sector clients. Each piece of work has involved us liaising with the Local Authority within that area, giving us an excellent network and knowledge base across the world of sport and community development across Scotland.

Penny is the driving force behind PMR.

Penny’s enthusiasm for a great project, drive to help make things happen and conveyor belt of successes and results make her a leading figure in community sport in Scotland, and the first port of call for many community clubs, local authorities and governing bodies if they have a problem to solve, or an ambition to achieve.

She has been a key figure in influencing policy and direction of community sport in Scotland.  She is well connected and well respected throughout governing bodies, local authorities, government and funders throughout Scotland.  Her honesty and integrity in Community Sport, alongside her vast knowledge and experience mean her voice carry weight in all circles.

The size, scale and success of projects handled under Penny’s leadership have become a blueprint for community sport in Scotland.

In addition to working with PMR’s clients, Penny was a founder Director of Foxlake Adventures and is a charitable trustee of the Nancy Ovens Trust and Together in Sport Rwanda.

PMR’s involvement in bringing cable wakeboarding to Scotland

In 2011 PMR were approached by local entrepreneurs looking to develop an outdoor adventure facility on the edge of John Muir Park in Dunbar. They had a n early concept of bringing a cable wake park, mountain biking and high ropes to this part of East Lothian.

After spending considerable time researching the market, PMR concluded that the client had a n opportunity to develop a dynamic social enterprise through bringing the first cable wake park to Scotland. Within a year Penny had been asked to join the Board of James Barbour and Tim Woodhead along with fellow client and friend Malcolm Gillies.

The Team have successfully developed one of Scotland’s leading social enterprise outdoor adventure facilities and developed a unique adventure concept of low ropes over water – Foxfall which has helped the site realise by 2015 over 40,000 people coming through the site.

As a result of the success the Team at Foxlake are now developing in partnership with the Dundee Waterfront a new site at City Quay in Dundee and a full cable site in Cheshire. The three social enterprises will operate through the same ethos but have their own identity namely ‘Discover Wake’ in Dundee and ‘Cheshire Lakes’ in Chelford, Cheshire.

The PMR Team consists of Penny Lochhead (Leisure Director) and Wendy Sheldrick (Research Manager) along with Partner Associate Companies such as Slorach Wood Architects and Sterry Walters Partnership who provide our community clients with valuable design expertise if required.

Wendy E Sheldrick, Research Manager

Wendy’s core skills lie with excellent organizational skills which include full office management, administration and financial planning for both PMR and clients to ensure they have a sustainable business model to take forward.

Due to the ‘Team’ approach of PMR, Wendy works closely with clients at all times which builds confidence in our clients for their liaison throughout the project

Wendy’s analytical experience and data control will enable the Project to keep clear timescales and report production as agreed. Wendy will work closely with Penny on the consultation process along with the auditing for projects. She has worked extensively and led on many of our funding bids and is well known by all our clients and has full knowledge of community clubs and alternative delivery models for sporting organisations.
