Penny Lochhead, Director 

Penny has been involved in the Sport and Leisure industry for 20 years, Prior to setting up PMR Leisure Ltd in 1999, Penny operated a successful business providing consultancy services for a variety of cross sector clients across the UK particularly working with Urban Regeneration Agencies developing local strategy and partnership projects using sport as a tool to enhance social and physical infrastructure across developing communities. From this early work Penny has retained the belief that community sports and leisure development, if researched properly and integrated into early urban design frameworks can have a huge benefit on long term positive community regeneration and play a big part in ensuring community lives are changed for the better. This shapes the way PMR Leisure works today for its clients.
In recent years Penny has become well known for her ability to promote the use of schools for community use in PPP Schools projects and this allows clubs working alongside to improve their club development opportunities.

As Chair of ILAM Scotland in 2004 Penny chaired a working party which convened the inaugural ILAM/NASD Scottish Sports Development Conference which remains as a feature in the sports calandar today. The aim of this conference is to bring Scottish sports development professionals together to network and discuss industry needs. Penny is a Trustee of the Nancy Ovens Trust.

Alan Miller, Senior Consultant

Alan has extensive experience of working in the public sector within the Scottish Office, Scottish Executive, sportscotland and EventScotland. He is a highly motivated and skilled communications professional who is experienced in policy advice, marketing communications, media relations, representational work and operational planning. Alan also has excellent interpersonal skills reflected in an extensive and established network of professional contacts.

Alan’s football career included a short spell in the professional game before moving into a long association with Junior football which included spells as a player at Bonnyrigg Rose, Linlithgow Rose and Newtongrange Star. He remains in Junior Football as Manager of Edinburgh United Junior Football Club.

Alan’s skills, experience and personal interests help PMR provide an invaluable service to its clients particularly in relation to football which forms a substantial part of the work that we do.

Wendy E Sheldrick, Research Manager

Wendy provides valuable office management and research skills to the team.  She is responsible for research, client liaison and maintains our extensive funding databases and keeps up to date with all funding body changes and regulations regarding eligibility criteria. Any new fund appears Wendy manages to find it (big or small) and advise our clients to get ahead of the game.

Wendy undertakes our desk and web based research (demographics, need and demand profiling, mapping etc), site auditing and often acts as a mystery shopper for our strategy clients wanting to know how effective their service is. Wendy recently undertook the design, delivery and analysis of an extensive survey across the football community of Edinburgh and the Lothian’s. Wendy has worked extensively on many of our funding bids, on Falkirk’s Physical Activity Strategy, as well as all our PPP schools work.
